In May 2017, the members of the multi-stakeholder working group of the Assessment Based National Dialogue on social protection floors (ABND-SPFs) adopted a Resolution on an assessment matrix for the ABND-SPFs in the Republic of Tajikistan. The assessment matrix describes the existing social protection system and identifies policy gaps and obstacles for implementing social protection systems in each of the four basic guarantees of the national SPF, with four priorities: 1. Guarantee accessible and good quality medical services to all; 2. Extend the coverage of child social benefits (to increase the benefit level and entitlement age to 18); 3. Extend the coverage of maternity protection to all women; and 4. Increase the social old age pension level to 80 per cent of the minimum pension. The Resolution contains next steps for improving the national social protection system in line with international labour standards and promotes extension of the social protection floors.

ILO's contribution to the outcome

The ILO, with RBSA funds [TJK/16/01/RBS], supported the launch of the Assessment Based National Dialogue on Social Protection Floors in the Republic of Tajikistan (February 2017), with 60 participants. In April, the ILO organized the first ABND, with 45 participants attending the technical meeting, and in May the second ABND, with 60 participants. A third ABND was organized in November-December. The ILO has technically advised tripartite constituents and other key stakeholders on international experience of social protection floors, with a focus on Asian countries. Also, in July 2017, the ILO organized a study visit for ABND working group members to Moldova to study best practices on the extension of social protection floors. This facilitated the selection of national priorities and identification of the scenarios for short- and long-term perspectives at the third ABND.

Gender equality & non-discrimination

The ILO adapted in 2015 the training package on maternity protection based on the Maternity Protection Convention, 2000 (No. 183) and other international labour standards, to address discrimination patterns against women and men. The package allows social protection and gender experts to develop their capabilities to promote and defend women’s and men’s rights regarding maternity and paternity leave and benefits. This package was used by the ILO to provide trainings to 100 constituents from Government, trade unions and employers organizations selected from all of the regions of the Tajikistan in 2017.
