On 2 February 2017, the Parliament of Mongolia adopted an amendment to the Law on Pensions and Benefits equalizes the replacement rate of the maternity benefits of the compulsory and voluntary insured.

Outcome achieved

On 2 February 2017, the Parliament of Mongolia adopted an amendment to the Law on Pensions and Benefits which are provided by the Social Insurance Fund. The amended law equalizes the replacement rate of the maternity benefits of the compulsory and voluntary insured, by increasing the replacement rate under the voluntary scheme from 70 to 100 per cent. The legal amendment entered into force on 1 January 2018. Equalizing the replacement rate of the maternity leave was one of the main recommendations of the Assessment-Based National Dialogue (ABND) on social protection facilitated by the UN agencies under the leadership of the ILO in 2013–2015.

ILO's contribution to the outcome

During 2016–17, the ILO continued to raise awareness of the Mongolian tripartite constituents on an understanding of “social protection for all” and related international labour standards. With the support of the Government of Japan [RAS/13/08/JPN], and based on the consensus reached through the ABDN in 2015, the ILO produced a series of knowledge products to advocate for the ratification of the Social Security (Minimum Standards) Convention, 1952 (No. 102) and improvements in national social insurance programmes towards a social protection floor. The knowledge products published in 2016 were: - A social protection brief: A one-stop shop for accessible, transparent and efficient public service delivery, February 2016; - Maternity cash benefits for workers in the informal economy, December 2016; - A Mongolia policy brief: Ratifying the ILO Social Security (Minimum Standards) Convention, 1952 (No. 102), November 2016; - A Working paper: Is a nationally defined social protection floor for Mongolia still affordable in the 2016 economic context?, November 2016; and - A document: A universal old-age pensions scheme in Mongolia, November 2016.
