Outcome summary

A renewed national dialogue to revise and implement the Social Security Law has been launched

Outcome achieved

In March 2020, tripartite partners agreed to launch a renewed national dialogue to revise and implement the Social Security Law, whose implementation was suspended in January 2019. Dialogue participants are reviewing amendments to the law, on the basis of technical and actuarial reviews of proposed changes and recommendations to ensure fiscal alignment and adherence to international labour and social security standards. Later in 2021, the legal drafting committee will revise the text of the draft law and submit it for approval by the Steering Committee and eventual endorsement and enactment by the President’s Office in 2022.

ILO's contribution to the outcome

With support from RBSA, the ILO has facilitated the resumption of discussions among tripartite partners on the draft Social Security Law. By September 2021, three meetings of the Technical Committee formed in March 2021 had been held. The ILO delivered actuarial assessments on proposed amendments to the law discussed during those meetings. The ILO also solicited expertise for a capacity-building programme and proposals for a communications strategy to assist social partners in deliberations and managing information about the on-going dialogue.

Gender equality & non-discrimination

The ILO has mainstreamed disability and elderly inclusion throughout the UN Joint Programme of support to MoSD, and has embedded representation of older persons and persons with disability into the design and conduct of project activities, including through the constitution of a Consultative Committee, including membership-based and other civil society organizations advocating for elderly and disability rights. Meanwhile, the ILO has ensured that research is conducted and outreach efforts developed using methods accessible to persons with different disability types, to ensure their full participation. Under the joint programme, ILO is leading the implementation of a newly-adopted Strategic Plan for Older Persons (2021-2026), including the introduction of a non-contributory social allowance for older persons.
