The Ministry of Social Solidarity (MoSS) launched a national dialogue on social protection in March 2017, bringing together all stakeholders involved in social protection, including workers’ and employers’ organizations. Under this framework, the MoSS has organized two rounds of consultations (in March and June 2017) to identify national priorities in social protection.
ILO's contribution to the outcome
The ILO provided technical support to the organization of the dialogue process, using the “ILO Assessment-Based National Dialogue (ABND) on Social Protection” methodology and through the provision of technical advisory services in the different rounds of consultations. The ILO also prepared the report Reform of the pension system of Egypt: Actuarial, legal and public finance review, which was submitted to the Government and the social partners in 2017, as an input for the dialogue and for the discussion of a new pension law. Three main labour confederations (the Egyptian Trade Unions Federation, the Egyptian Federation of Independent Trade Unions and the Egyptian Democratic Labour Congress) were able to actively participate in the national dialogue on social protection (June 2017) as a result of a series of ILO trainings they received on social protection: – Two subregional trainings on the social protection floor in September 2016 and March 2017 involving Egyptian trade unions; – A social protection floor training was undertaken only for Egyptian trade unions 19–20 February 2017; and – In August 2017, trade unions participated in the ILO training on “Social security systems strengthening: Governance, investment and actuarial practice” co-organized with the MoSS.
