Outcome achieved

In February 2022, the Local Aid Coordination Secretariat (LACS), co-chaired by the Prime Minister's Office of the Palestinian Authority (PMO), adopted a new national coordination mechanism to strengthen efforts aimed at operationalizing the humanitarian-development nexus for social protection policy and administration. The Social Protection Cash and Voucher Assistance Sector Thematic Working Group (SPCVA-TWG), which is co-chaired by the Ministry of Social Development (MoSD) and the UN Office of Coordination for Humanitarian Affairs (OCHA), was established to initiate and strengthen coordination and dialogue between humanitarian and development actors. The technical work of the group directly contributes towards the strengthening of programmatic coherence and alignment between key long-term social assistance programmes. It supports the implementation of national social protection policies that are co-owned by all actors, under the leadership of the MoSD, as well as developing practical strategies to improve coordination through data sharing frameworks, etc.

ILO's contribution to the outcome

In its role as Technical Advisor to the SPCVA-TWG, the ILO has provided support to enhance coordination and dialogue amongst stakeholders by defining the mandate, operating structure and scope of activities and by facilitating the meetings and follow-up actions to, ensure efficient functioning and fostering trust among all actors involved. Through various workshops held under the SPCVA-TWG auspices, the ILO has supported the development of a shared vision for a coordinated system. Additionally, the ILO's efforts in support of the SPCVA-TWG and related workstreams have contributed to building a knowledge base through comprehensive sectoral mappings, such as the synthesis report of all social protection and cash and voucher assistance studies, and a mapping and dashboard of all social protection and cash and voucher assistance programs informing the body’s deliberations and decision-making.

Gender equality & non-discrimination

Enactment of the Social Security Law includes the introduction of maternity insurance, financed by contributions of women and men workers. Maternity insurance replaces employer-funded paid maternity leave, which may lead to discriminatory hiring decisions again women workers. The law also increases the duration of maternity leave from 12 weeks under the employer-liability scheme to 14 weeks with maternity benefits paid by social security. Therefore, enactment of the law enhances social protection and promotes non-discrimination for women workers in the private sector, but also ensures equal treatment between women workers in the private and public sectors as the regime governing maternity cover for women civil servants was recently amended to reach 14 weeks in duration.
