Outcome summary

The Social Protection Plan 2030 and the Social Protection Policy have been validated

Outcome achieved

(1) The Social Protection Investment Plan 2030 (SPIP) was developed and validated in May 2019 by key stakeholders in social protection. The stakeholders involved in the development of the Plan included the National Social Security Fund (NSSF), the National Hospital Insurance Fund (NHIF), representatives from workers organisations, government ministries, departments and agencies, development partners and employers. The SPIP provides recommendations on progressively transitioning social protection programmes to universal social protection for instance the introduction of a universal child grant, universal disability grant and expansion of the universal social pension. (2) The Kenya Social Protection Policy 2019 (KSPP) has also been revised and validated in July 2019 by key stakeholders in social protection including NSSF, NHIF, workers, government ministries, departments and agencies, development partners and employers. The National Social Protection Policy provides the overriding framework and scope of social protection in Kenya. It translates Kenya’s vision around a comprehensive social protection system which includes: (i) Income security (Pillar 1); (ii) Social health protection (Pillar 2) (iii) Shock-responsive social protection (Pillar 3), and (iv) Complementary programmes (Pillar 4).

ILO's contribution to the outcome

ILO provided technical and financial support for organizing sensitization and awareness raising tripartite forums. A tripartite consultative forum was held in March 2018 as part of the National Social Protection Conference. Various sensitization forums for workers were held from July to December 2018. ILO facilitated sharing of knowledge and experiences on extending social protection to the informal economy through a regional community of practice. This is part of the initiative “Learning and Practice Lab” on extending social protection to the informal economy. Experiences from participants from eight countries, (government, employer and worker organizations, National Social Security Fund and the National Hospital Insurance Fund) contributed to refine the strategy implemented to extend coverage of social protection particularly in health within the transport sector in Kilifi and Makueni counties. From July to December 2018, following tripartite consultations on expanding social protection in selected districts/counties, the ILO collaborated with the Central Organization of Trade Unions (COTU-K), County Governments of Kilifi and Makueni and the National Hospital Insurance Fund to increase coverage of social protection to informal economy workers. This included sensitizing 4,116 male and 2,930 female informal economy workers on the importance of enrolling in social protection schemes particularly the NHIF with onsite biometric/online registration of workers in the transport sector.

Gender equality & non-discrimination

Scaled up male engagement in HIV testing services as men are lagging behind in accessing HIV services was an important component of the social protection sensitization forums conducted for workers in the male-dominated transport sector. Social Protection Investment Plan and the revised National Social Protection Policy progressively transition the country to universal social protection programmes which are inclusive and non-discriminatory
