Outcome achieved
The Government adopted the Decree 47/2018 in August 2018, which revises and adjusts basic (non-contributory) social protection programmes implemented by INAS according to the National Basic Social Security Strategy (ENSSB) 2016-2024, endorsed by the Council of Ministers in February 2016.
ILO's contribution to the outcome
The ILO provided technical advisory support to the revision of the programmes of the INAS in line with the ENSSB 2016-2024. The ILO had contributed to the development of ENSSB during 2014-15.
The ILO contributed to the enhancement of the operation of the e-INAS in 2019 through the adaptation of the e-INAS to reflect the features of the new operational manuals for basic social protection programmes, in line with Decree 47/2018.
Gender equality & non-discrimination
Decree 47/2018 that regulates basic social protection programmes approved in August 2018 by the Council of Ministers gives focus on female-headed households as a priority target group for the social protection programme PASP (Productive Social Action Programme).
Social dialogue
National Strategy of Contributory Social Security (ENSSO) designed through a social dialogue approach in consultation with workers, employers and government.
