Outcome summary

The Government of Zambia strengthened monitoring and advocacy for social protection in collaboration with civil society

Outcome achieved

The Government of Zambia, in August 2020, through the Ministry of Community Development and Social Services, signed a Memorandum of Understanding with Civil Society for Poverty Reduction (CSPR), to strengthen the participation of civil society organizations in the formulation, implementation, and monitoring of social protection programs in Zambia. The partnership has since led to the development of the Social Accountability Facilitators Manual to empower CSOs at district level to undertake social protection budget tracking and service quality audits. This tool was adopted by the Ministry of Community & Social Services in September 2021, and endorsed for national roll-out. CSPR has further launched a Social Protection for Development campaign on 23rd July 2021, to serve as a CSO led social protection advocacy tool in the lead-up to the August national elections. The campaign was able to mobilize a national debate by the political parties competing in the national elections, as well as to undertake an audit of their manifestos to inform the public on how social protection was prioritized and addressed.

ILO's contribution to the outcome

The ILO has partnered with Civil Society for Poverty Reduction (CSPR) to develop the Social Accountability Facilitators Manual and advance its adoption by Government. The ILO has further supported the design and delivery of the Social Protection for Development Campaign.

Gender equality & non-discrimination

The ILO has supported the mainstreaming of disability in Zambia, by supporting capacity enhancements to the Disability Management Information System (DMIS). The system is now being rolled out nationally, having commenced with Western Province in October 2021. Enrollment has since increased from 9000 to 30,000 registered persons.

Partnerships

United Nations Children Fund (UNICEF) co-financed the districts implementation plans with ILO and the lessons learning workshop. UNICEF engaged Single Windows National Coordinator who worked with ILO in coordinating implementation of the single windows district work plans.
