Outcome achieved

Programme design and actuarial assessment for the Relief Fund for the loss of employment. Consultations with social partners undertaken. Review accepted by the tripartite Board of Directors of the Social Security Organization of Malaysia (SOCSO). The Government agreed to fund a new project on “Promoting and building an employment insurance system in Malaysia”. This US$ 300,000 project will last eight months (Oct 2011-May2012).

ILO's contribution to the outcome

Provided support to the SOCSO for the review. In collaboration with SOCSO Malaysia and a team of experts, conducted a national tripartite seminar. The recommendations in the report took account of various policy options discussed with the social partners. Developed and submitted a new project proposal in August 2011 on “Promoting and building an employment insurance system in Malaysia”, in close collaboration with the SOCSO and the Ministry of Human Resources. This project aims to build national consensus on the development of an unemployment insurance scheme and to design the scheme.
