Outcome summary

An actuarial valuation of the social insurance schemes for civil servants and security personnel has been approved.

Outcome achieved

The Palestinian Pension Agency (PPA) Board of Directors endorsed, in February 2020, the periodic actuarial valuation of the social insurance schemes for civil servants and security personnel administered by the PPA. On the basis of recommendations regarding needed reforms to ensure fiscal alignment, the PPA established a working committee and nominated members, including from President/Prime Minister’s Office as well as representatives of scheme contributors, to deliberate on the findings and forge a path forward for reform.

ILO's contribution to the outcome

In February 2020, the ILO completed a periodic actuarial valuation and presented its findings to the PPA Board of Directors. Signalling the need for parametric changes to the scheme to preserve fiscal alignment, the ILO recommended the creation of a committee to deliberate on possible reform options, which was ultimately taken up by PPA management.

Gender equality & non-discrimination

The ILO has mainstreamed disability and elderly inclusion throughout the UN Joint Programme of support to MoSD, and has embedded representation of older persons and persons with disability into the design and conduct of project activities, including through the constitution of a Consultative Committee, including membership-based and other civil society organizations advocating for elderly and disability rights. Meanwhile, the ILO has ensured that research is conducted and outreach efforts developed using methods accessible to persons with different disability types, to ensure their full participation. Under the joint programme, ILO is leading the implementation of a newly-adopted Strategic Plan for Older Persons (2021-2026), including the introduction of a non-contributory social allowance for older persons.

Under the framework of the UNJP, the ILO collaborated with UNICEF and WFP in the provision of technical assistance to MoSD.
