A new policy measure on safeguarding the labour rights and interets of workers in new employment forms has been issued

Outcome achieved

On 16 July 2021, the Ministry of Human Resources and Social Security (MOHRSS) and seven other departments/organizations, including the All-China Federation of Trade Unions, jointly issued a new policy measure: Guiding Opinions on Safeguarding the Labour Rights and Interests of Workers in New Employment Forms. Among others, it includes reform directions for pension insurance, medical insurance, employment injury insurance and social security administration for workers in non-standard forms of employment.

ILO's contribution to the outcome

The ILO commissioned the Chinese Academy of Labour and Social Security (CALSS) to carry out a research to assess the social security coverage in China of workers in non-standard forms of employment (NSFE), with a focus on platform workers, migrant workers and women. The research in particular included a survey of 3,145 Chinese workers in NSFE (70% were platform workers), which collected first-hand data to understand their social security needs and status. In the context of this research, two seminars were organized. The first seminar in Beijing on social security for workers in flexible employment took place in December 2020. The second research seminar on 16 June 2021, permitted to validate and guide the findings of the research conducted by the CALSS.

Gender equality & non-discrimination

The ILO interventions target specifically women under its work on non-standard forms of employment, and have a special focus on migrant workers, which have seen an increase over the recent years. The current study on assessment of China social security coverage explicitly requires to provide disaggregated data on women access to social security, their needs and challenges, depending on their hukou and labour market situation.
