14 municipalities have approved social care plans

Outcome achieved

By the end of 2020, 26 municipalities had developed social care plans and 14 of them have been approved by the State Social Service. The Social Fund provides financial support to municipalities which have drafted Social Care Plans. Note: It should be noted, however, that the Social Fund has not disbursed any funds yet due to the general election conducted in April 2021 and the formation of a new government a few months later.

ILO's contribution to the outcome

The ILO conducted a review of the social protection system in Albania that was validated with national stakeholders. An assessment conducted in 2019 highlights that 21 municipalities do not provide any social care services, 38 municipalities do not have services for elderly and 37 municipalities do not provide services for people with disabilities. The Social Fund was established to provide financial support to municipalities which have drafted Social Care Plans. ILO, jointly with other UN organizations, assisted municipalities to draft their Social Care Plans and conduct fiscal space analysis at the state and local levels. On-going and planned contributions till the end of 2021: The ILO is conducting a feasibility study of long-term care; an assessment of the economic assistance programme; and facilitates national dialogue on building social protection floors and financing SDGs. ITC ILO will provide a training on social protection administration, IT technology and compliance.

Partnerships

ILO is working together with UNDP, UNICEF and UNWOMEN under the joint SDG fund to support institutional capacities at national and local level to develop feasible solutions and identify fiscal space to progressively increase SDG-related spending for women, men, boys and children in Albania.
