The Government of Mozambique through the The Government of Mozambique through the National Institute of Social Action (INAS) approved in October 2020 during the INAS National Planning Meeting the "INAS M&E Plan” (Plano de Monitoria e Avaliacao dos Programas de Seguranca Social Basica - "Documento de Orientacao para execucao de monitoria e avaliacao dos Programas de Seguranca Social Basica). ILO's contribution to the outcome

ILO supported the roll out of the plan and the improvement of the quality of data gathered for planning and policy design purposes through the M&E system. ILO organized a national meeting for MGCAS and INAS to coordinate their joint response, a technical retreat on Planning, Monitoring and Evaluation (PM&E) models, as well as data production (29 March to 2 April in Bilene, Gaza Province). This has contributed towards enhancing the capacity of MGCAS’ and INAS’s staff with methodological knowledge on planning, collection and data processing, and to produce instruments for planning and M&E, which are key for improving the quality of official statistical information so that evidence-based decisions can be made.

Gender equality & non-discrimination

Mozambique’s COVID-19 Social Protection Response Plan, which was developed with the support of the Technical Advisory Group (TAG) that includes the ILO, incorporates a strong gender component in the eligibility criteria of the Direct Social Support Programme – Post Emergency COVID-19 (PASD-PE COVID-19). This programme was created to address the socioeconomic effects of the pandemic on the most vulnerable and it prioritizes households headed by women

Partnerships

UNICEF, WFP, World Bank, FCDO and the Swedish Embassy are all part of the Technical Advisory Group for the COVID-19 Response (TAG COVID-19) alongside the ILO.
