Outcome summary

A platform was launnched to improve communication between the Social Security Corporation and workers

Outcome achieved

A two-way communication platform and other outreach mechanisms to enhance communication between Social Security Corporation (SSC) and workers have been in process of design since late 2020. They will improve the administrative infrastructure of the SSC for more efficient service delivery of services. Work on both the RapidPro-based tool and the development of paper-based and video materials is on-going. The latter was fully launched in December 2021 while the RapidPro-based tool is expected to be piloted in early 2022 under the scope of Estidama++ Fund.

ILO's contribution to the outcome

With the support of the Dutch government, a two-way communication platform is being jointly designed by the ILO with SSC, using the RapidPro/TexIt system, to enable workers to reach out back to SSC with any concerns, question or information request. Most of the preparatory work has been done and a specialized company has been recently engaged to develop the tool, in collaboration with the SSC Media Centre, so that it can then be piloted under the Emergency Unemployment and Employment Stabilization Fund (EUESF) project. Paper-based materials are also being developed to enhance understanding of social security in general and migrant workers’ specific matters. Key messages were developed and a specialized company was hired to prepare communication materials, including a basic information package on social security, targeting migrant and non-national workers.

Gender equality & non-discrimination

Building on the Jordan Social Security Corporation (SSC) regulatory framework, which follows principles of equality of treatment and no discrimination based on gender or nationality, gender Safeguarding is built in the proposal at different levels: consultation in the design stage with the Jordan National Committee for Women (JNCW), civil society organizations and ILO Gender Specialist to ensure the design of the fund is gender responsive; outreach through Community Based Organizations identified in consultation with JNCW, to reach targeted groups of women, including migrant and refugee women, those working informally, and in agriculture; implementation of one dedicated component of the EUESF with a specific focus on the Education sector, widely recognized as traditionally a female-dominated sector and, therefore, expected to be largely benefitting women, and the establishment of gender specific targets for coverage of vulnerable workers across all components; sensitization for employers on the social protection constraints facing women in the work place, including health and safety risks, childcare responsibilities and shorter working periods (earlier exit from the labour market); monitoring throughout the project lifecycle to track progress toward gender specific Key Performance Indicators.

Under the EU-MADAD project, the ILO collaborates with UNICEF. Under the PROSPECTS project, the ILO collaborates with the World Bank, IFC, UNICEF and UNHCR. Under the EUESF, the ILO collaborates with the UNHCR.
