Outcome achieved
The new social security institution, the Palestinian Social Security Corporation (PSSC), was established in 2017. It is responsible for the management of the new system and this is being operationalized as follows:
• the Board of Directors selected;
• the senior management team was hired and other staff are being hired and well trained;
• the features of the new system were established, including the design of the organizational structure and the main business processes;
• rules and regulations were implemented; and
• An investment strategy was developed.
ILO's contribution to the outcome
The ILO provided comprehensive technical assistance to the Board of Directors of the PSSC with regard to its establishment, including:
(a) Drafting a road map for the establishment of PSSC, submitted to tripartite constituents and adopted;
(b) Formation of the Board of Directors of the PSSC, the drafting of their organigram, terms of reference (TORs) etc.;
(c) Facilitating the hiring of the key management team, drafting of job advertisements, job descriptions, and assessing applicants CVs, etc.;
(d) Launching the establishment of the institution and press release published;
(e) Producing a study on investment policy for the new social security system;
(f) Drafting an investment strategy, developed and endorsed by the Board of Directors;
(g) Producing a Manual for Operations of the new social security system;
(h) Producing a procedures manual for the new staff;
(i) Analysing the features of the new social security administration, in particular the design of the organizational structure of PSSC, the main business processes and issuing a summary report;
(j) Conducting a study on the networking, linkages and bilateral exchanges of information and experience to be established with relevant national, regional and international institutions, in order to provide client-centred administration and to benefit from best practice experiences in social security administration;
(k) Preparing fundraising proposals and sharing with donors;
(l) Producing awareness raising materials developed and adopted by the tripartite constituents;
(m) Establishing rules and regulations drafted and endorsed by the Board of Directors and promulgated by the Council of Ministers; and
(n) Establishing Memoranda of Understanding between the Palestinian Authority and the Governments of Jordan and Oman, regarding the exchange of knowledge in the field of social security policy making and administration.
