Social protection plays a vital role to protect the poor and vulnerable and prevent all residents from falling into poverty. Currently, Indonesia has social insurance schemes available mostly for high income earners who work in larger enterprises, and social assistance schemes available for the poor and vulnerable households. An integration of contributory and non-contributory schemes is crucial for Indonesia to cover the “missing middle”. ► Why does Indonesia have to reform the social protection system? JKN had 213 million active members (76% of population) in 2023. Poor and vulnerable members are exempted from paying contribution to JKN (JKN-PBI). The Government paid contributions on behalf of 138 million members or 65% of active members using tax reserves (APBN & APBD). How did JKN integrate contributory and non-contributory schemes into the same system? How did JKN achieve coverage? ► What has Indonesia learned from JKN? 14.15 – 15.30 | Session 4: Integration of contributory and non-contributory child benefits Cash benefits are provided to children of private-sector workers through a survivors’ benefit of JP and JKK by BPJS-TK and children of civil servants, police and armed forces by TASPEN and ASABRI if their parents pass away and meet qualifying conditions. Cash benefits are also provided to children in targeted low-income households by Ministry of Social Affairs. 15.45 – 17.00 | Session 5: Integration of management information systems for social protection Indonesia has different management information systems for social assistance, social insurance and employment, which are owned by the Ministry of Social Affairs (PKH etc), BPJS-TK (JKK, JKM, JKP, JP, JHT), BPJS-K (JKN) and the Ministry of Manpower (Siap Kerja). Are these systems effectively linked to provide services to beneficiaries?
