Summary (English)
Although highly successful in enrolling new members and in the setting up of a delivery mechanism allowing poor people to access quality health care services, the scheme has not yet fulfilled all the conditions securing its long-term sustainability. The scheme continues to be under strain, one major challenge being to find ways to curb the ever-increasing level of adverse selection affecting its interventions.While entering its fourth year of operation, the scheme has introduced new benefits into its insurance plan (normal delivery, angioplasty...) and has considerably expanded its health provider network with the additional entry of some 120 new facilities. Given the importance of these new initiatives, a new in-depth assessment of the situation and development perspectives of the scheme was deemed necessary.
