Summary (English)
The report Promoting Pro-Poor Growth: Social Protection, prepared by the DAC Network on Poverty Reduction (POVNET), shows that social protection programmes can be affordable, including in the poorest countries, when they are well designed and well implemented. Countries can start off small and expand coverage and benefits over time, on the basis of emerging evidence and expanding support. But social protection needs strong and long-term political will and commitment as well to deliver lasting benefits. Aid donors can help by committing to a long-term partnership with developing countries to provide the technical and financial support needed to underpin developing countries’ efforts.

Le rapport intitulé Promoting Pro-Poor Growth - Social Protection (en anglais) qui a été établi par le Réseau du CAD sur la réduction de la pauvreté (POVNET), montre que les programmes de protection sociale peuvent être d’un coût abordable, même pour les pays les plus pauvres, lorsqu’ils sont bien conçus et bien mis en œuvre. Les pays peuvent commencer à une petite échelle, puis étendre le champ d’application et les avantages au fil du temps, au vu des données qui se dégagent et au fur et à mesure de l’accroissement du soutien. Mais la protection sociale requiert une ferme volonté politique ainsi qu’un engagement à long terme pour pouvoir procurer des avantages durables. Les donneurs peuvent utilement s’engager dans un partenariat à long terme avec les pays en développement afin de fournir l’appui technique et financier nécessaire pour soutenir les efforts des pays en développement.
