Summary (English)

The year 2008 saw unprecedented inflation in Ethiopia. This coincided with a period of global food price inflation. The crisis severely affected Ethiopia and it continues to have an impact on the poorest people's ability to meet their basic food needs. The Productive Safety Net Programme grew out of the sense that the country's emergency system was failing to stabilise livelihoods.

This report:

  • assesses the success of the PSNP in delivering appropriate and timely transfers;
  • reviews some of the impacts of the programme;
  • considers the events of 2008 and their influence on programme implementation and outcomes.
