Summary (English)

  • ILO’s strategy for the extension of social security follows a staircase approach based on a social protection floor and the provision of progressively higher levels of benefits to more people.
  • This approach is in line with national country situations (examples of Indonesia and Thailand) and national social protection strategies (example of Cambodia’s NSPS). The approach was endorsed at the ILC in June 2012, with the adoption of the SPF recommendation.
  • The introduction of the SPF does not provide disincentives to work; to enhance the “virtuous cycle” it is important to link social protection with employment promoting interventions.
  • At the delivery level such linkages can be made operational through the Single Window Service mechanism which seems to be relevant in a number of countries.
