Summary

 

Chapter 1 establishes the purpose and context for the guide and introduces the key issues. This chapter also provides an overview of the main options for social transfer instruments with various examples, and discusses the preconditions for social transfers.
Chapter 2 deals with the influence of the institutional and policy context in the choice of social transfer instruments. It provides also a framework for selecting the appropriate set of social transfer instruments for a country.
Chapter 3 defines the major policy issues affecting the design of a social transfer programme(management, target populations, payment arrangements, impact, monitoring and evaluation).
Chapter 4 introduces the rationale for and debates concerning conditional cash transfer schemes. It discusses the key issues in designing and managing conditionalities that charaterise these programmes
Chapter 5 focuses on the design of public works programmes (wage rates and payment arrangements, timing and duration of projects, targeting issues, project management, labour intensity, productivity, pro-poor impact of public works, etc.)
Chapter 6 provides information about the implementaion of social transfer systems, and discusses issues regarding human resources, pilot programmes, accountability and security.
Chapter 7 presents the basic techniques for monitoring, evaluation and impact assessment.
