In this document the key messages and supporting arguments of the SPF are organized among three themes; (1) What is the Social Protection Floor? (2) Why should governments implement a Social Protection Floor? (3) How can governments their nationally defined SPF’s?

The arguments and supporting evidence can be used by all coalition members of the initiative to advocate for the SPF at the national and international level
