Summary (English)

The Rajasthan Co-operative Dairy Federation (RCDF) was set up in 1977 as the implementing agency for dairy development programmes in Rajasthan.
One of its main objectives is to carry out activities for the economic development of animal husbandry / farming community. In addition to this, the co-operative provides also technical inputs, capacity building, erection of dairy, chilling plants etc for the unions, providing assistance and guidance to members and addressing issues of importance to their members.
Besides services such as life insurance and cattle insurance, the RCDF developed in collaboration with the ICICI a health insurance scheme to provide health cover to its members. The scheme was launched in January 2006.
The dairy co-operative movement operates on a three tier system wherein farmer members own Dairy Co-operative Societies which own district milk producer's unions. The unions collectively own theRCDF, which is a State level apex co-operative organization.
Developing efficient partnership arrangements is already seen as a key element for the successfulimplementation of any health insurance scheme targeting the disadvantaged groups. Evidence alsosuggests that building efficient linkages between community-based initiatives and governmentprogrammes in order to exploit their respective strengths is another major requirement.
