Summary (English)

The Assessment-based National Dialogue (ABND) exercise is the first step towards implementing nationally defined Social Protection Floors (SPFs). It is a process of national dialogue uniting all social protection stakeholders in a country including the government, workers, employers, civil society and development partners.

The ABND assesses the social protection situation in the country, identifies joint recommendations to establish an SPF for all, estimates the cost of implementing the SPF, and seeks consensus and endorsement of the SPF recommendations.
