Summary (English)

In Indonesia, there is a large unmet need for social security in the informal economy; which encompasses around two-thirds of all workers. This document aims to provide a basis for the formulation of policy for the extension of contributory social security coverage. The extension of coverage is feasible, provided that it is viable to develop a scheme that is flexible - meeting the true needs of informal workers-, affordable - especially because informal workers have low and irregular income and consequently a limited contributory capacity-, sustainable, well marketed and comprehensible. Moreover it is necessary to raise awareness of the social security concept in a context in which health insurance is the highest priority for both urban and rural areas.
