Summary (English)

This article proposes a way to improve health provision for populations that are usually excluded from access to health services. It starts out from a short description of who the excluded are, and what they are excluded from. Then it looks at the major policy statements elaborated at the international level, and proceeds to propose the missing dimension. Next, based on field testing and analysis of various pilot cases, the document proposes a concept for group-based health insurance, or "micro-insurance". Lastly, it proposes a strategy to implement this concept.
