Summary (English)

This paper presents a broad definition of social protection to include both basic and economic security. A conceptual framework is put forward in which to analyse the causes of insecurities of informal workers, to identify the core needs of social protection, and to develop instruments and visualize the institutional mechanisms that can address those needs. The possible measurement of each type of security, the existing instruments and possible institutional mechanisms to deliver them are then discussed.
