Summary (English)

First report of results from the seventh round of the Ukrainian Enterprise Labour Flexibility Survey (ULFS) carried out in 2000. There are two orthodox interpretations. The first is that open unemployment has remained low because of the persistence of a "soft budget constraint" in enterprises, in which lack of financial discipline and accountability leads managements to retain excess workers, despite the cost of doing so. The second is that the labour market is highly flexible, so that workers prefer to take wage cuts and do so, rather than become unemployed. Both variants are misleading.
