Summary (English)
It is recommended that in Ukraine, as in the Russian Federation, the authorities should take measures to tighten the "wage constraint" and reduce wage flexibility, to oblige enterprises to pay contractually agreed wages and benefits. Only by doing so will they foster efficient employment restructuring, and only then will there be a chance that national and international agencies will devote adequate attention to the enormous unemployment crisis.
