Summary
This report has the objective of documenting the key elements of the ongoing social protection policy reform in Mozambique and exploring the technical and financial arguments underlying the Government’s policy options for the implementation of a national social protection floor in the country.
The report is organised in 5 chapters:
- Chapter 1 - Introduction
- Chapter 2 - Context - provinding a framework for the Social Protection Floor and describing the national context regarding social-economic characteristics, poverty and the social protection system in place
- Chapter 3 - The current governmental proposal for a Mozambican social protection floor - which analysis the elements and principles of the reform, as well as its coverage and costs
- Chapter 4 - Expanding the Mozambican social protection floor: Medium-term cost simulations for policy alternatives - where estimates of the fiscal space are presented and different scenarios are set for policy alternatives
- Chapter 5 - Conclusions and recommendations
