ILO Quantitative Platform on Social Security (QPSS)

 

Under the framework of the ILO mandate on social security and informed by decades of the ILO's work on actuarial methodologies and other quantitative models, the ILO Social Protection Department has developed the Quantitative Platform on Social Security (QPSS). The QPSS provides social protection systems worldwide with robust tools to supporting evidence-based policy analysis and reforms.

The corresponding manuals, training materials and tools are available to institutions and experts in ILO's constituent countries as part of ILO technical support and capacity-building activities in quantitative techniques. 

ILO quantitative tools are subject to constant development and improvement. New versions of the tools and the manuals will be available regularly to reflect methodological improvements and technical advances. Requests for further information and user feedback are welcome. ILO/PENSIONS, the ILO Actuarial Pension Model, is a customisable and flexible analytical tool created to simulate and assess the adequacy and sustainability of a variety of social security pension schemes and systems.

ILO/HEALTH, the ILO Actuarial Health Model, is a powerful and flexible tool to facilitate quantitative work on health care systems analysis and reforms, both for contributory and non-contributory health schemes and systems.

ILO/SSI, the ILO Social Security Inquiry, is a tool for assisting data collection, processing and integration for national social protection statistics.

ILO/RAP, the Rapid Assessment Protocol Social Protection Tool, is an agile solution for estimating and projecting the coverage and financing gaps of social protection floors.


User Manual for the ILO Actuarial Health Model (ILO/HEALTH)

  • ILO/HEALTH (ILO Actuarial Health Model) is an online computer-based health projection and simulation tool developed by the Social Protection Department of the International Labour Organization (ILO).
  • The model aims to provide information on the expected financial impact of the introduction of and/or parametric changes to social protection schemes for medical care, sickness and maternity. Ultimately, the model is meant to support the costing and design of reforms in social protection systems.
  • This technical guide explains the methodology and process flow that drive the ILO/HEALTH and also serves as a reference manual for users.

  • ILO/PENSIONS (ILO Actuarial Pension Model) is an online computer-based pensions projection and simulation tool developed by the Social Protection Department of the International Labour Organization (ILO)
  • It aims to assist users with the design and costing of new pension schemes and to provide information on the expected financial impact of parametric changes to existing schemes.
  • This technical guide explains the methodology and process flow that guide ILO/PENSIONS and also serves as a reference manual for users.
