Description

Only 23% of the population of Togo is covered by at least one social protection cash benefit, and only 4.5% is covered by social health insurance. The root causes of the deficit of social protection coverage in Togo are the underfunding of the social protection system and the exclusion of workers in informal economy and the rural sector. In this context, the International Labour Organization (ILO) and the International Monetary Fund (IMF) are committed to collaborate to promote adequate, sustainable and sound financing of social protection systems thus facilitating engagement with the Ministry of Finance for creating a fiscal space for social protection. This intervention focuses at macro level on policy issues, while working at meso and micro levels on developing and implementing tools through the National Health Insurance Institution (INAM). The expected end-results include: i) enhanced capacity of constituents on financing of social protection and advocacy for adequate financial allocations, including international funding; and ii) extended social protection coverage especially to workers in the informal economy and the rural sector. The initiative also supports the operationalisation of the newly adopted Law on Universal Health Insurance, by conducting an actuarial valuation using the new ILO/HEALTH tool. Direct beneficiaries are the Ministry in charge of Finance, the Ministry in charge of universal Health coverage, the National Health Institution (INAM), Workers’ and Employers’ Organizations. The final beneficiaries are workers in informal economy and rural areas, especially women.
