Description

This intervention aims to raise awareness of workers in informal employment in Kyrgyzstan about the benefits of formal employment, while empowering them to have their voices heard by exercising the right to freedom of association, as well as by mastering different forms of social dialogue to claim decent and safe working conditions through formalized employment relations. In turn, this also contributes to help them gain access to health and social protection, especially in relation to maternity protection and gender equality. The intervention targets workers in informal employment in sectors such as textile and garment, construction, mining and food processing. The main collaborating partners are the Federation of Trade Unions of Kyrgyzstan, the Ministry of Health and Social Development, the Social Fund, the Ministry of Economy, labour law enforcement and oversight state institutions, including the labour inspection. The expected results include: (1) implementation of an innovative strategy by workers’ organizations to successfully empower, integrate and represent workers in informal employment; (2) improved and innovative services by workers’ organizations allowing workers in informal employment and in diverse forms of work arrangements to benefit from labour and social safeguards; (3) development of proposals by workers’ organizations on extending social protection to workers in informal employment; (4) development of sector-specific strategies promoting formalization for selected sectors; and (5) establishment of strong cooperation and effective networking with civil society organizations on the matter of freedom of association and the protection of the rights and interests of workers in informal employment.
