Description

This intervention aims to address the national needs on advancing the formalization of the informal economy and informal employment in Nepal, particularly in target sectors of agriculture, construction, and transportation with higher levels of informal employment and concentration of women. The ILO provides technical assistance to a Tripartite National Committee at the Ministry of Labour, Employment and Social Security to develop and implement an integrated National Action Plan on Formalization. To operationalize the action plan, the intervention supports the diagnostic of informality in the target sectors, capacity development, knowledge sharing, and the formulation of an integrated national strategy on formalization. The intervention is coordinated with work of other United Nations agencies under a European Union funded joint programme. The expected results of this intervention include: 1) an evidence-based and gender-sensitive national strategy for formalization is developed through tripartite dialogue; 2) enhanced institutional mechanisms and procedures to facilitate the transition to and maintenance of economic units in the formal economy are in place; and 3) tripartite constituents and economic units have enhanced capacities and awareness to advance the national agenda on formalization.
