Outcome summary

A pilot Cash Transfer to pregnant women, children up to 6 years and children with disabilities was launched

Outcome achieved

The Ministry of Social Solidarity and Inclusion (MSSI) launched in July 2021 a new generation of the Pilot Cash Transfer Bolsa da Mae Program for universal coverage targeting pregnant women, children up to 6 years and children with disabilities . A gradual expansion will start with under 3 years old in 2022 and will reach under 6 years old in 2025. In 2022, it is estimated to cover 6,934 pregnant women, 20,476 children under 3 and 5,154 children with disability. In 2024, it is estimated to cover 7,157 pregnant women, 34,678 children under 5, 5,319 children with disability. Monthly amounts will be paid as US$15 during pregnancy, US$20 per child and US$10 for disability.

ILO's contribution to the outcome

ILO contributed with technical inputs to the design proposal developed by DFAT-MSSI on the new generation of Bolsa da Mae program, resulting in the simplification of the initial proposed designed. ILO supported the MSSI to explore options to extend coverage and improve the benefit amount of the current national CT Bolsa da Mae program, as well as to estimate the financial impact of the different options.

Gender equality & non-discrimination

The National Social Protection Strategy target different vulnerable groups, including women along their life cycle. Furthermore, one of the Priority Activities of the new National Social Protection Strategy involves the assessment of the impact of benefits on the most vulnerable groups (including women) and assess the adequacy of existing measures and opportunities to improve the social protection system efficiency.
