MODULE 12. DEFINING AN IMPLEMENTATION PLAN

Objective

This module focusses on the definition of an implementation plan for the installation of a national mechanism to deliver coordinated SPFs. It aims at defining what an implementation plan is, and, based on the experienced gained in the case of the Social Service Delivery Mechanism in Cambodia, provides insights on how to elaborate such a document.

Take away message

An implementation plan is a “detailed listing of activities, costs, expected difficulties, and schedules that are required to achieve the objectives of the strategic plans”. Such a document is critical for a project since it will define the whole roadmap of the project. It is developed by the project team leader, ideally coording to collaborative processes. It could be used by the project team to secure the following:

  • Mobilisation of all stakeholders;
  • Ensure the consistency of all conducted activities;
  • Respect of the planning; and
  • Monitoring of the implementation project.

The implementation plan describes how the mechanism will be deployed, installed and transitioned into an operational system to deliver social protection. The plan contains an overview of the mechanism, a presentation of the implementation strategy, a brief description of the major tasks involved in the implementation, and an introduction to the overall resources needed to support the implementation effort. It is a shared document that should be developed just after the design step, and updated during the whole implementation step.
The main components of the implementation plan are:

  • The definition of an implementation strategy
  • The identification of the main milestones and related KPIs
  • The description of the main risks
  • The identification of key success factors
  • The suggestion of a resource allocation
  • The presentation of a detailed project planning
