MODULE 2. INTRODUCTION TO THE SPF
Objective
This module is an introduction to social protection and to the Social Protection Floor (SPF). It covers the concept of social protection and the two dimensions of social protection extension: horizontally, to expand social security coverage to as many people as possible, and vertically to progressively increase the levels of benefits. Finally, it provides an overview of the ILO’s Conventions and Recommendations that prescribe standards for the development of national social security systems.

Social protection is a fundamental human right. To guarantee this right, the ILO has devised a twodimensional extension strategy: social security systems shall rely on a nationally defined social protection floor, which would be guaranteed to all residents (universality), based on which higher levels of protection could be made accessible progressively, to more and more people.
Besides of being a human right, social protection is a social necessity and an economic necessity for any country. It is a investement in a country human capital development.
Usual challenges are the lack of awareness on social protection, fragmented and uncordinated social protection systems, the lack of resources, and insuficient data management and monitoring.
