MODULE 3. INTRODUCTION TO THE SINGLE WINDOW SERVICES CONCEPT AND OTHER NATIONAL MECHANISMS TO DELIVER THE SPF
Objective
This module presents the Single Window Services (SWS) concept that has been developed by the ILO and is currently under implementation in Cambodia and Indonesia.
The module also introduces several other initiatives that have been taken by other organizations around the world to deliver the SPF.
Key questions
1. What is the SWS model?
2. What does coordination means in the context of Social Protection?
3. To was extend is this model relevant to adress the challenge of implementing a SPF?
4. What are the expected benefits of the SWS?
5. Does such a mechanism already exist?
6. What are the other mechanisms developed around the world to deliver coordinated SPFs?
7. What are the limitations of these mechanisms?
Take away message
The SWS is a “one-stop shop” for the delivery of social protection programmes and employment services. Ideally embedded in government institutions and operated by the sub-national administration, the SWS is linked to the central level via a formalized reporting system. This reporting system should ensure the transparency and traceability of the social protection system. The SWS also coordinates the local level (responsible for service delivery) with the central/national level (responsible for policy development, planning, monitoring and evaluation).
It can be resumed in three components that will together adress the usual challenges of social protection implementation and make the R.202 recommendation a reality:
- A physical place
- A coordination mechanism
- A moonitring tool
The SWS allows to extend social protection coverage and reduce vulnerabilities, it triggers coordination for a better efficiency and effectiveness of the social protection system, and empower communities and local administrations.
