Several organisations at the regional level, such as the Council of Europe and the Iberoamerican Association of Social Security, and at the supra-national level, the European Union, have adopted social security treaties. The most prominent social security instruments, however, are those adopted by the International Labour Organization.
Social security standards either harmonise national social security legislation or co-ordinate these legislation
- Harmonisation instruments set minimum standards and lay down general principles which should be universally applicable and, if ratified, legally binding to the state party.
- Co-ordination instruments neither set minimum standards nor lay down general principles, but they ensure equality of treatment between national and non-national workers regarding the access to social security and the entitlement to benefits. They also stipulate the applicable legislation under which migrant workers should be covered. They further provide for the maintenance of acquired social security rights or rights in course of acquisition and the export of social security benefits to the country of residence of the migrant worker.
