The flagship Convention of the ILO social security Conventions is Convention 102. It is the only international instrument which sets worldwide agreed minimum standards for all nine branches of social security.
Convention No. 102 is built upon the basis that there is no right model for social security, and that social security grows and evolves over time. These choices should reflect their social and cultural values, their history, their institutions and their level of economic development. The Convention therefore does not prescribe a certain behaviour of the member states, it rather fixes a set of minimum objectives built on commonly agreed principles which fixes the social floor for all the ILO member States.
While Convention No. 102 covers all nine branches of social security, it requires that only three of these branches be ratified by Member states, which allows for the step-by-step extension of social security coverage by ratifying countries.
The minimum objectives of the Convention relate, for all the nine branches, to the percentage of the population protected by social security schemes, the level of the minimum benefit to be secured to protected persons, as well as the conditions for entitlement and period of entitlement to benefits.
