>> Question 7 : How is convention 102 a tool for the extension of social security?

It is the only Convention that sets minimum standards for social security branches;
It includes 9 social security branches covering all social security risks;
It protects the rights of the insured by guaranteeing minimum standards of protection.

It offers flexibility: It takes into account countries' different socio-economic levels by providing for specific temporary exceptions (i.e. coverage of 50% of all employees working at industrial establishments of 20 persons or more);
It provides the possibility of initially ratifying 3 social security branches and ratifying further ones at a later stage, according to socio-economic situation in the country, which is regarded as an incentive for extension of social security coverage.

Once C. 102 ratified, state parties benefit from ILO experience in the field of social protection and from technical assistance, including policy advice and actuarial studies, collection of data, etc.

Commitment to C. 102 enables provision of regular and sustainable benefits, thus enhancing insured persons¿ confidence in schemes and national administration.

As a result: social security coverage in both mandatory and voluntary subscription will increase.

Convention 102 is a milestone for social security
  • If ratified, it prevents from backsliding
  • If not ratified, it serves as guideline
