Background
In the past decade in Thailand, impressive progress has been made in development of social protection with the development of a range of schemes covering different population groups. However, there are policy and implementation gaps that can still be further improved to ensure quality and access to social protection schemes, particularly for disadvantaged and vulnerable groups. It is very encouraging that the Royal Thai Government has expressed their commitment to improve social welfare systems.
In Thailand the UN joint team on the? Social Protection Floor (SPF) led by International Labour Organisation (ILO) has launched the SPF process in partnership with relevant line ministries, and has facilitated participation of different sectors in the process, including civil society agencies and networks. A series of consultative meetings organised and analyses of the existing social protection schemes and costs are being conducted, which will input to policy recommendations by the UN-SPF team to the government.
To date, the participation of civil society organisations (CSOs) has been limited and few CSOs have sufficient knowledge and understanding about the SFP process, its benefits and implications. Therefore It is important to promote their participation in the national dialoruge so that their views and concerns are adequately reflected in social protection policies and schemes that will directly affect their lives. Their support as a result of their increased awareness and understanding would also be beneficial for the SPF process in the country.
