Employment Injury Insurance
Worldwide, only 33.9 per cent of the labour force is covered by law for employment injury through mandatory social insurance.
Employment Injury Insurance (EII) or Workers¿ Compensation Insurance can be said to be the most popular social insurance scheme and now exists in about 165 countries in the world. It has been proven that EII schemes have played a positive role in protecting workers¿ safety and health, in maintaining sound industrial relations and in pooling risks arising from occupational accidents and diseases among enterprises.
The ILO has estimated that, worldwide, more than 2.3 million people die from work-related accidents or diseases each year . Hundreds of millions more people, to a greater or lesser extent, suffer ill-health or disability as a result of their work.
Besides that, only 33.9 per cent of the labour force is covered by law for employment injury through mandatory social insurance. If voluntary social insurance coverage and employer liability provisions are included, 39.4 per cent of the labour force is covered by law.
The global deficit in access to health care (2011/12, by level of country income)
In practice, actual access to employment injury protection is even lower, largely owing to incomplete enforcement of the legislation in many countries. The low coverage of employment injury compensation in many low and middle income countries points to an urgent need to enhance working conditions in respect of occupational safety and health, as well as improving employment injury coverage for all workers, including those in the informal economy.Protection from employment injury has been the object of a number of Conventions and Recommendations adopted by the ILO from its early days. Specific stipulations concerning employment injury benefits are specified in the C.102 Social Security (Minimum Standard article 32) Convention and the C121 Employment Injury Benefits Convention. On top of these conventions, ILO adopted OSH(Occupational Safety and Health)-related mandates such as Convention No.187 and Recommendation No.197 on ¿Promotional Framework for Occupational Safety and Health¿ to lower the toll of work-related injuries and diseases.
