Since the amendment of its constitution in 2002 and the enactment of law No.40/2004 on National Social Security, Indonesia has undertaken a deep reform of its social security system in order to adress mainly the low coverage  and limited benefits of the previous system. 

According to the new law, the National Social Security system comprises five programmes:Health care, work injury, Old age provident fund pension and death benefit. A Social Health Insurance is implemented since January 2014. Work injury insurance , Old age provident fund and life insurance (death benefit) are implemented and target mainly formal sector workers. A new public pension system is expected to be implemented in July 2015. The scheme will be applied first to large companies (more than 20 employees) while the equivalent schemes for civil servants, armed forces and the police will continue to run separately and merged by 2029.

The reform timeframe

Unemployment and family benefits which are part of the minimum standards of the ILO convention 102 still need to be adressed. (Maternity, invalidity and survivor's benefits are combined with the above mentionned programmes).

In 2011, law No.24/2011 on national social security providers is enacted. This law transformed the four state-owned insurance companies (PT Askes, PT Jamsostek, PT Taspen and PT Asabri) into two non-profit public entities—BPJS Kesehatan (Health) and BPJS Ketenagakerjaan (Old age benefit, Work injury and Death benefit).
