MODULE 15. DEVELOPING THE PROCESSES AND TOOLS FOR EACH FUNCTION OF THE SWS
Objective
This module is dedicated to the development of processes and tools to complete the functions of the national mechanism to deliver coordinated SPFs.

1. What is a detailed process, and why this is needed to implement the SWS?

4. How to ensure that the SWS is well integrated in the country’s administrative framework?

A detailed process is the identification and description of activities that should be completed for the SWS to complete its functionc . Each activity or step of the process should define a single action and identify:
- Who is responsible to complete the action
- How the action is supposed to be completed (e.g. what tools are used)
- How long the action is supposed to take
- What are the inputs and outputs of the action
There are four main benefits of designing detailed processes for an organization:
- Defining who is responsible for what
- Ensuring the efficiency of the organization
- Identifying the required tools (mainly forms and questionnaires) and data
- Assessing the need for capacity development
There are four key success factors that can help in developing the detailed processes:
- Involve current and future stakeholders
- Involve final clients
- Remain client focussed
- The KISS – Keep It Stupid Simple principle
The SWS processes and tools should not been developed without taking into account the existing system. Experiences shows us that such a mechanism is more efficient when it takes advantage of existing expertises and efforts.
