MODULE 17. DEVELOPING THE HUMAN RESOURCES TO RUN THE OPERATIONS

Objective

This module is dedicated to the Human Resources stream for the implementation project of a national mechanism to deliver coordinated SPFs.

It introduces the content of a standard Human Resources project stream and provides insights based on the experience gained in establishing mechanisms to coordinate the SPFs in Cambodia and Indonesia. Finally, it introduces key success factors to ease the implementation of the SPFs by ensuring the availability of sufficient and skilled-enough resources.

Take away message

The human resources stream deals with all subject related to the installation of the mechanism’s operational and managerial team. The goal of this stream is to ensure that the mechanism has or develops sufficient and appropriate human resources. It also envisions the continuous development of the team competencies during the operations.

The human resources stream should not end with the recruitment of the mechanism staff but ensure that accurate skills enhancing activities are operated.

In order to precisely identify the resources required for the SWS, it is recommended to start from the detailed processes of the mechanism. This would enable to identify required skills to complete each activity mentioned in the process. A second step would be to quantify the workload attached to each activity in order to specify the “quantity” of that required skills.

Three main success factors were identified regarding the Human Resources development project stream:

  • Anticipate the needs - hiring and developing competencies take time
  • Enlarge the development of competences - do not only focuss on the mechanism but build capacities among the whole social protection system 
  • Capitalize on existing competencies - take advantage and valorize existing competencies
