MODULE 18. ENROLLING SERVICE PROVIDERS IN THE MECHANISM
Objective
This module is dedicated to the enrolment of service providers in a national mechanism to deliver coordinated SPFs.
It introduces the work that should be completed by the project team in order to enrol service providers in the SWS and identifies key success factors to ensure the success of the enrolment strategy.

The enrolment of service providers can be seen as a project stream by itself. Based on experience, it covers two very distinct type of activities:
- Advocacy on the national mechanism (mainly social protection schemes and employment programmes); and
- Installation of partnership and delegation of activities.
While the advocacy on the national mechanism can easily be completed by the project team, the installation of partnership and delegation of activities might require the intervention of high level officials who will act as sponsors of the mechanism and facilitate the enrolment of key stakeholders.
The idea of defining an enrolment strategy is the recognition that a “big-bang” implementation strategy for the SWS might not be optimal. The strategy should be defined according to the following logical process:
- Identification of relevant stakeholders to enrol in the mechanism;
- Assessment of the enrolment feasibility;
- Definition of a strategy for the stakeholders enrolment; and
- Implementation of this strategy through direct discussion with the different stakeholders.
Three key success factors have been identified to complete the enrolment of service providers in a national mechanism to coordinate and deliver the SPFs:
- An efficient communication
- The support of high level sponsorship
- The development of counterparts for partners
