MODULE 21. ORGANIZING THE SCALE-UP

Objective

This module is dedicated to the question of scaling up the implementation of the mechanism. It provides incentives on designing a strategy for the scale up and intends to identify the main questions to be raised when reaching the roll out stage.

Take away message

The right time to think of the scale up can be defined with the three following criteria:

  • Demonstrated achievements on the pilot area;
  • Sufficient capacities build at national level; and
  • National momentum on the SWS.

The decision of moving from the pilot to the roll out phase should be taken by the highest project instance, and involving as many stakeholders as possible (including social partners and representatives of the civil society). This decision usually lead to the organisation of a dedicated committee which is called a “Go-No Go” committee.

The most common challenges encountered when scaling up a project such as the implementation of a national mechanism to deliver the SPFs are:

  • The lack of financial resources
  • The lack of competencies
  • Changes in the model (misuses)
  • The non-respect of the time frame

There are many strategies and approaches to scale up a mechanism from a pilot scale to a national one. Three main approaches wereenvisioned in the context of the Social Service Delivery Mechanism in Cambodia:

  • A dedicated and mobile team of experts;
  • The enforcement of a regulation; and 
  • The peer-to-peer geographical contagion.
