Social Security
Mongolia has experienced high economic growth in the past few years, a significant increase in household income and significant progress in extending its social protection system over the past decade. However, income disparity is still rising and poverty persists in the country. In this respect, Convention No. 102 can guide the development of effective policy measures to safeguard and strengthen the existing social security system by setting rules aimed at securing adequate and periodically reviewed levels of benefits and coverage. In this way, ratification will consolidate the progress made in ensuring that economic growth translates into general improvement of living standards and poverty reduction.
The ILO has completed the Assessment of the social security legislation for the ratification of Convention 102 at the request of the former Ministry of Social Welfare and Labour in 2009, which was reiterated by MPDSP in 2013. It assesses the compatibility of existing social security provisions of Mongolia with the requirements of ILO Convention No.102 and concludes that Mongolia is in a position to ratify Convention No.102, and undertake the obligations in respect of medical care (Part II), sickness benefit (Part III), unemployment benefit (Part IV), employment injury benefit (Part VI), family benefit (VII) and maternity benefit (VIII).
With support of ILO/Japan project on “Promoting and Building Social Protection and Employment Services for Vulnerable Groups in Mongolia, Learning from ASEAN (MAPS)", the first report, initiated in 2008, was substantially revised in 2015 to take into account legislative modifications and other significant developments in the field of social protection in Mongolia.
