This part of the site covers investment and financing issues plus related training resources.

A key aim of the project is that:

Actuarial, statistical and investment governance capacity of the SOCSO staff will be enhanced to support future actuarial valuations and social security reforms.

In respect of investment, the actuarial valuation report will include a chapter on investment governance. In addition, there will be technical support to improve governance. The two relevant outputs are 

2.1 Actuarial department is structured and reinforced to support the carrying out of actuarial work in house. Investment management governance capacities are reviewed and supported.

2.2  Training and professional development of SOCSO staff in respect of the actuarial model and analysis (including data, assumptions, methodology, reporting) and investment governance is delivered.

Outputs

In addition to the specific investment work input into the actuarial valuation (see Appendix 4 of the Actuarial Valuation report), the following investment related work has been undertaken:

  1. Review and report detailing recommendations and action plan for improved investment governance and management based on international experience, good practice and guidelines including analysis that should be carried out regularly, liquidity requirements, the nature of the assets held, the funding policy, the resources within the institution, and any other relevant constraints or objectives.
  2. Report on Asset Liability Management and how the process should be carried out to reflect SOCSO’s schemes.
  3. Development of training plan and delivery of investment training sessions
